Kontron is claiming the Kontron KTT30 will draw under 1-7Watts of power depending on usage. Pricing has yet to be released.

I’ve very excited to see more small form factor HTPC hardware hitting the market. The Kontron KTT30 could be a good alternative to the elusive Raspberry Pi.
